HAZMAT for Law Enforcement Law enforcement officers are often the first on-scene, but are not equipped to handle the special considerations a hazardous materials (HAZMAT) incident involves. A HAZMAT incident could be a chemical spill at the scene of an accident or a terrorist event involving chemical or biological agents.
